Why Do Some Violent Slasher Movies Get A “pg-13″,and Naked Girl/drinking Beer Movies Get A “r” Rating ?

I think that makes the slasher movie look bad.. Some maniac running around killing everyone in sight gets beat out by some college dudes just laying about drinking beer,partying, and copping a feel on a naked girl . No one gets hurt in those movies either .
